Words cannot express how thrilled and honored I am to serve Nevada\u2019s students. I look forward to serving this next year as the Student Member!<\/p><p><span style=\"text-decoration: underline;\"><b>Public Comment<\/b><\/span><\/p><ul><li aria-level=\"1\"><p><b>Sheburra A. Haugsness<\/b>\u00a0of the Academy of Universal Metaphysics submitted a written comment requesting the Board reevaluate the timing of the current high school science assessment, which is often administered at the end of 9th grade. She cited a consistent decline in pass rates and argued the assessment does not account for CTE completers, calling for alignment between student readiness and testing.<\/p><\/li><li aria-level=\"1\"><p>\u00a0There was a comment on the Department of Education\u2019s Efficiency Report, raising concerns about inconsistencies in qualitative and quantitative data collection. While acknowledging the report\u2019s length (469 pages), he criticized its reliance on educational jargon and called for clearer communication. He urged the Board to ensure structural changes go beyond cosmetic reorganizations and genuinely improve support for Nevada students.<\/p><\/li><\/ul><p><span style=\"text-decoration: underline;\"><b>Board Member and Subcommittee Updates<\/b><\/span><\/p><ul><li aria-level=\"1\"><p><b>Vice President\u2019s Report<\/b>\u00a0included updates from board members. Member Orr shared that the At-Risk Subcommittee met on June 12 to discuss factors impacting at-risk student performance and next steps for research.<\/p><\/li><li aria-level=\"1\"><p>Updates were also shared from the\u00a0<b>Measurement and Accountability Subcommittee<\/b>, which is continuing its work on assessment and accountability frameworks.<\/p><\/li><\/ul><p><span style=\"text-decoration: underline;\"><b>Interim Superintendent\u2019s Report \u2013 Dr. Steve Canavero<\/b><\/span><\/p><p><b>Key Department Updates:<\/b><\/p><ul><li aria-level=\"1\"><p>Dr. Canavero praised the\u00a0<b>Dean\u2019s Future Scholars Program<\/b>\u00a0at UNR for its success in bringing youth as early as 6th grade to a college campus.<\/p><\/li><li aria-level=\"1\"><p>He shared highlights from a recent\u00a0<b>AI in Education Conference<\/b>, underscoring the state\u2019s commitment to innovative tools for teaching and learning.<\/p><\/li><li aria-level=\"1\"><p>The Department is actively responding to the recent legislative session and the Efficiency Study by building internal work plans and reviewing funding guidance. The team is also preparing to support districts as they revise their budgets based on legislative outcomes.<\/p><\/li><\/ul><p><b>Legislation Highlights:<\/b><\/p><ul><li aria-level=\"1\"><p><b>Senate Bill 81<\/b>\u00a0aims to streamline agency operations and improve scholarship programs.<\/p><\/li><li aria-level=\"1\"><p><b>Senate Bill 460<\/b>\u00a0significantly impacts assessment systems, performance frameworks, and educator preparation. It introduces:<\/p><ul><li aria-level=\"2\"><p>Tiered district accountability,<\/p><\/li><li aria-level=\"2\"><p>Flexibility for districts to select their Grade 3 reading assessment,<\/p><\/li><li aria-level=\"2\"><p>Revisions to educator and school performance frameworks,<\/p><\/li><li aria-level=\"2\"><p>Updates to K\u20138 standards in literacy and STEM,<\/p><\/li><li aria-level=\"2\"><p>Apprenticeship pathways, and<\/p><\/li><li aria-level=\"2\"><p>Creation of a public education oversight board (referred to as the Intermediate\u00a0<\/p><\/li><\/ul><\/li><\/ul><p>Performance Organization).<\/p><p><b>Assessment Update:<\/b><\/p><ul><li aria-level=\"1\"><p><b>Measures of Academic Progress (MAP)<\/b>\u00a0assessment has been extended for one year. The state is developing a cut score to allow districts the option to use MAP as their summative assessment.<\/p><\/li><li aria-level=\"1\"><p>Washoe County is expected to be the first district to opt in during the 2025\u201326 school year due to their experience with double-testing.<\/p><\/li><li aria-level=\"1\"><p>The state aims to provide a scalable, efficient system that supports local flexibility without compromising comparability.<\/p><\/li><\/ul><p><span style=\"text-decoration: underline;\"><b>Legislative Recap &amp; Delta Academy Presentation<\/b><\/span><\/p><p>The Board received an initial legislative session recap and a presentation on\u00a0<b>Delta Academy<\/b>, a school currently operating under Nevada\u2019s Alternative Performance Framework.\u00a0Additionally, the Board approved the renewal of private school licenses listed in the<b>\u00a0consent agenda<\/b>.<\/p><p><span style=\"text-decoration: underline;\"><b>NEPF Redesign Field Study \u2013 Year 1 Review<\/b><\/span><\/p><p>The Board heard from\u00a0<b>Kathryn Hoyt (EDLiFE)<\/b>\u00a0and\u00a0<b>Sue Moulden (Teachers and Leaders Council)<\/b>\u00a0regarding the\u00a0<a href=\"https:\/\/doe.nv.gov\/offices\/office-of-educator-development-and-support\/nepf\" target=\"_blank\" rel=\"external noopener noreferrer\" data-wpel-link=\"external\"><b>Nevada Educator Performance Framework (NEPF<\/b><\/a><b>)<\/b>\u00a0Redesign Field Study.<\/p><ul><li aria-level=\"1\"><p>85 schools participated during the 2024\u201325 school year, piloting redesigned rubrics and tools.<\/p><\/li><li aria-level=\"1\"><p>While final ratings and domain weightings remained the same, the scoring formula was simplified.<\/p><\/li><li aria-level=\"1\"><p>Feedback emphasized the need for:<\/p><ul><li aria-level=\"2\"><p>Training on evidence collection,<\/p><\/li><li aria-level=\"2\"><p>Clearer scoring justifications,<\/p><\/li><li aria-level=\"2\"><p>More instructional-aligned feedback.<\/p><\/li><\/ul><\/li><\/ul><p><b>Outcome:<\/b>\u00a0The NEPF Field Study will continue into 2025\u201326, with additional districts invited to participate. Expansion is intended to reduce paperwork, improve instructional quality, and provide meaningful evaluation tools.<\/p><p><span style=\"text-decoration: underline;\"><b>Efficiency Study Presentation<\/b><\/span><\/p><p>Dr. Canavero presented the\u00a0<b>Efficiency Study<\/b>\u00a0initiated by former Superintendent Ebert. The study included:<\/p><ul><li aria-level=\"1\"><p>Department-wide engagement,<\/p><\/li><li aria-level=\"1\"><p>Office-level recommendations,<\/p><\/li><li aria-level=\"1\"><p>Consideration of staffing issues and communication barriers,<\/p><\/li><li aria-level=\"1\"><p>A proposal to relocate staff to Reno to better support commuting employees.<\/p><\/li><\/ul><p>Board members expressed the need for a concise summary that clarifies how recommendations will be implemented and impact the department. This report will be foundational for the incoming permanent superintendent.<\/p><p><span style=\"text-decoration: underline;\"><b>State Testing Calendar<\/b><\/span><\/p><p><b>Mike Pacheco<\/b>, from the Office of Assessment, reviewed the\u00a0<b>state testing calendar<\/b>\u00a0and assessment requirements under ESSA, including:<\/p><ul><li aria-level=\"1\"><p>Reading, writing, and math tests (grades 3\u20138),<\/p><\/li><li aria-level=\"1\"><p>Science assessments (grades 5, 8, and high school),<\/p><\/li><li aria-level=\"1\"><p>Minimum 120 instructional days prior to testing (per SB 75),<\/p><\/li><li aria-level=\"1\"><p>Ongoing challenges with calendar variation and assessment timing.<\/p><\/li><\/ul><p>The department is considering flexibility options to address concerns about over-testing and early testing dates before adequate instruction.<\/p><p><span style=\"text-decoration: underline;\"><b>Nevada Ready Assessments &amp; RFP Timeline<\/b><\/span><\/p><p>The Board received an in-depth overview of the upcoming\u00a0<b>procurement process<\/b>\u00a0for federally mandated Nevada summative assessments (grades 3\u20138, ELA\/math; grades 5 and 8, science).<\/p><ul><li aria-level=\"1\"><p><b>Scope of Work &amp; Evaluation Committee:<\/b>\u00a0The Board will contribute to the solicitation process and help shape selection criteria.<\/p><\/li><li aria-level=\"1\"><p><b>Option Selected:<\/b>\u00a0The Board voted to\u00a0<b>co-lead<\/b>\u00a0the process with NDE, participating in working groups and providing input throughout the procurement timeline.<\/p><\/li><\/ul><p>An alternative proposal to develop a Nevada-specific assessment aligned with local values (suggested by Member Ford) was noted but not adopted at this time. It will most likely be discussed in the future.<\/p><p><span style=\"text-decoration: underline;\"><b>Superintendent Search Process Finalization<\/b><\/span><\/p><p><b>Tim Hughes<\/b>, Board Vice President, led the discussion regarding the\u00a0<b>Superintendent of Public Instruction recruitment process<\/b>.
