School Start Time Public Comment<\/b><\/span><\/p>

We heard from various\u00a0Clark County School District<\/b>\u00a0officials during the public comment period, such as the Executive director of transportation, the CCSD\u2019s chief operating officer, the CCSD general council, and more. CCSD\u2019s general council, Luke Pushing, asked, \u201cBy what\u00a0authority\u00a0<\/b>are you going to\u00a0disrupt\u00a0<\/b>the fifth largest school district?\u201d We also heard from many\u00a0superintendents<\/b>, all voicing their opposition to the regulation. All cite it to be a local control issue. We heard from two CCSD police officers that pushing back school start times will be dangerous for kids on the road;\u00a0however<\/b>, some\u00a0studies<\/a>\u00a0show that having a later start time can\u00a0reduce\u00a0<\/b>the number of\u00a0car crashes<\/b>.\u00a0<\/p>

Contrary\u00a0<\/b>to many previous comments from students, we received many public comments from\u00a0students\u00a0<\/b>saying they\u00a0don\u2019t believe<\/b>\u00a0this regulation should go into effect. These public comments came from schools on the\u00a0four-day school week<\/b>, specifically Spring Creek HS. They say that because of the length of their day, they would get out of school at an unreasonable time. However, in the proposed regulation, the State Board has included a\u00a0waiver\u00a0<\/b>system. Although it has not been officially created yet, according to the Board\u2019s discussions, a\u00a0four-day school week<\/b>\u00a0would be a\u00a0reason for a waiver<\/b>.<\/p>

On the other hand, we heard from Sherri Roos, a parent and member of\u00a0Start Schools Later<\/a>. She notes that \u201cThis is not a matter of local control but of\u00a0public health and well-being<\/b>.\u201d She said that sleep is just as important as air, water, and food, and you\u00a0cannot educate sleep-deprived youth<\/b>. She was using the metaphor of being unable to build a house on a bad foundation.<\/p>

School Start Time Board Discussion<\/b><\/span><\/p>

During this meeting, the State Board of Education voted to\u00a0forward\u00a0<\/b>the draft regulation to the Legislative Council Beuro with the change of the implementation year to the 25\/26 school year, where they will make\u00a0final adjustments<\/b>\u00a0and put it into formal regulation. When the State Board receives the official language, they will host a\u00a0regulation hearing<\/b>\u00a0where changes can be made. This will probably happen no earlier then December. If approved by the Board, it will be sent to the\u00a0Legislative Commission<\/b>, which will review it and solidify it as an official regulation. It is important to note that this\u00a0does not mean<\/b>\u00a0it is put into effect,\u00a0no regulation has become offical yet<\/b>.<\/p>

Through the want of more public input, the Board also agreed that they would host a\u00a0state-wide community survey<\/b>\u00a0to solidify their understanding of the public\u2019s opinions on this problem. I also suggested that we make some sort of\u00a0informational campaign<\/b>\u00a0so that community members can\u00a0truly understand<\/b>\u00a0what this regulation does and doesn\u2019t. Member Carlton presented that because we are moving forward with this regulation, the Board is finally\u00a0starting to get people\u2019s attention<\/b>\u00a0and opinions; therefore, we plan on\u00a0moving forward\u00a0<\/b>with the regulation process while\u00a0simultaneously\u00a0<\/b>hosting the survey. State Student Advisory Board<\/b><\/span><\/p>

During the meeting, I was able to present a proposal to form a\u00a0State Student Advisory Board<\/b>. I had gotten this idea from one of Pennsylvania\u2019s Student Members and thought it would be a great thing to do in Nevada. Some\u00a0benefits\u00a0<\/b>I presented were: diverse perspectives, real-world learning, inclusivity, accountability, fostering civic engagement, and transparent governance. It was decided that it would be formed under\u00a0Superintendent Ebert\u2019s authority<\/b>. I am\u00a0working\u00a0<\/b>with Superintendent Ebert and CSO Lisa Ford to bring this\u00a0vision to life<\/b>. View the document presented\u00a0here<\/u><\/a>.<\/p>

Read by Grade 3, MAP Assessment Data, and Star Ratings<\/b><\/u><\/p>

The Board received a presentation on the Read by Grade 3 program and MAP Assessment Data for the past few years. Additionally, we learned more about school\u00a0Star ratings\u00a0<\/b>and how they are found. Both\u00a0elementary schools and middle schools<\/b>\u00a0get their star rating based on academic achievement, growth, English language proficiency, closing opportunity gaps, and student engagement. While in\u00a0high school<\/b>, it is based on academic achievement, graduation rates, English language proficiency, college and career readiness, and student engagement. NSHE College Dashboard<\/b><\/span><\/p>

The Board got a presentation on NSHE\u2019s (Nevada System of Higher Education) new College Dashboard. It is\u00a0very in-depth<\/b>\u00a0and is interesting to explore. It includes the number of Nevada HS graduates, where Nevada High School Graduates go after graduation, NSHE capture rate, and more. You can find the dashboard\u00a0here<\/a>.
