The Department of Ed has started the process of\u00a0<b>reviewing that regulation<\/b>\u00a0and has had its first regulation hearing. Superintendent Ebert reports that it went well, but no comments were provided at that time. They will continue to hold workshops every month until they get through the over\u00a0<b>100 pages<\/b>\u00a0provided. The Department of Education created a visual guide to help the Board better understand the regulatory process, which you can view\u00a0<a href=\"https:\/\/doe.nv.gov\/uploadedFiles\/ndedoenvgov\/content\/Boards_Commissions_Councils\/State_Board_of_Education\/2023\/September\/ExternalRegulationsFlowchart.pdf\" target=\"_blank\" rel=\"external noopener noreferrer\" data-wpel-link=\"external\"><u>here<\/u><\/a>.<\/p><p>\u00a0<\/p><p>\u00a0<\/p><p><span style=\"text-decoration: underline;\"><b>CCR Assessment<\/b><\/span><\/p><p>In 2013, Assembly Bill 288 mandated the selection of a College and Career Readiness Assessment by the State Board of Education. In 2014, the State Board selected the\u00a0<b>ACT\u00a0<\/b>with Writing as the CCR assessment, which was implemented in 2015. In 2017, the CCR became Nevada\u2019s federally reported\u00a0<b>high school criterion-reference assessment<\/b>\u00a0(CRT) for Math and English Language arts. A CRT test is a test or exam that\u2019s designed to see if you meet specific standards or criteria in a particular subject or skill. Instead of comparing you to your classmates, it checks if you\u2019ve reached the level of knowledge or ability that\u2019s expected based on these standards. The Department of Ed formed an\u00a0<b>evaluation committee<\/b>\u00a0to score the different proposals that could have gone to the Board of Education. The proposals were scored based on Project Management, Functional and Technical Requirements, Equity, and Cost. The recommendation from the Evaluation Committee would be to continue forward with the ACT. The State Board of Education<b>\u00a0voted in favor<\/b>\u00a0of continuing with the ACT. You can view the presentation\u00a0<a href=\"https:\/\/doe.nv.gov\/uploadedFiles\/ndedoenvgov\/content\/Boards_Commissions_Councils\/State_Board_of_Education\/2023\/September\/7._CCR_RFP_SBE_2023.pdf\" target=\"_blank\" rel=\"external noopener noreferrer\" data-wpel-link=\"external\"><u>here<\/u><\/a>.<\/p><p>\u00a0<\/p><p>\u00a0<\/p><p><span style=\"text-decoration: underline;\"><b>School Start Times \u2013 Public Input<\/b><\/span><\/p><p>During the first public comment section of the meeting, we received many comments from members of the public as well as school officials. The\u00a0<b>Clark County School District<\/b>\u00a0sent\u00a0<b>two people<\/b>\u00a0to give public comment: Patricia Haddad and Luke Puschnig. Patricia Hadid, the Director of Governmental Relations for CCSD, voiced her<b>\u00a0disdain for the regulation<\/b>, citing the operational and practical challenges for school districts and families. She stated, \u201cThe guardrails that are set forth in the proposed regulation will lead to significant disruptions as they are unfeasible for the daily lives of students and families and will\u00a0<b>significantly burden district operations.<\/b>\u201d She also notes that we need to gather input from the communities, but she did not mention that the Board of Education held<b>\u00a0three workshops<\/b>\u00a0across the state to understand local communities\u2019 thoughts on this issue.\u00a0<\/p><p>The second individual from CCSD to provide public comment was Luke Puschnig,\u00a0<b>general counsel<\/b>\u00a0for the Clark County School District. The general counsel oversees the legal aspect of any given organization. During his public comment, Mr. Puschnig questioned the state board\u2019s authority to regulate start times, stating, \u201cCCSD will take all steps,<b>\u00a0including litigation<\/b>, to prevent any ultra vires decision by the department on this particular issue.\u201d By saying CCSD will pursue litigation, he is indicating that the school district may be<b>\u00a0prepared to take legal action<\/b>\u00a0against the state to prevent the regulation from going through.<\/p><p>In addition to hearing from the Clark County School District during the public comment period, we also heard from the superintendent of<b>\u00a0Carson City School District<\/b>, the superintendent of\u00a0<b>Humboldt County School District<\/b>, the superintendent of<b>\u00a0Elko County School District<\/b>, the deputy superintendent of\u00a0<b>Washoe County School District<\/b>, and the\u00a0<b>Charter School Association of Nevada\u2019s<\/b>\u00a0Executive Director, all speaking\u00a0<b>against the regulation<\/b>.<\/p><p>In contrast, we heard support from two students,\u00a0<b>Diego Ramirez and Charlotte Hong<\/b>, as well as\u00a0<b>Claudia Mahea<\/b>, who spoke for the<b>\u00a0Nevada Psychological Association<\/b>. Mr. Ramirez and Ms. Hong both go to Silverado High School, which currently starts at 7 a.m. During his public comment, Mr. Ramirez said, \u201cNationwide, the average school start time is<b>\u00a0closer to 8 a.m.<\/b>; this allows students more time to get a healthy amount of sleep, to eat breakfast, and to make it to school on time. A later school start time within CCSD is a\u00a0<b>very viable solution to many of these issues.<\/b>\u201d<\/p><p>\u00a0I ask<b>\u00a0every student<\/b>\u00a0with an opinion on school start times to either send in a public comment to a board meeting or email me directly at\u00a0<a href=\"mailto:nevstuco.sboeducation@gmail.com\">nevstuco.sboeducation@gmail.com<\/a>. Students are the<b>\u00a0most important voices<\/b>\u00a0in this discussion and, therefore, must be equally heard. In addition to sending in public comments to the State Board of Education meetings, I ask you to send public comments to your<b>\u00a0local school board meetings<\/b>\u00a0as well.<\/p><p>I would like to highlight something said by\u00a0<b>Member Hughes<\/b>\u00a0during the meeting. During our discussions, he said, \u201cWhen we hear from public comment, which is super important, there is sort of a\u00a0<b>bifurcation<\/b>, where we see people who are running systems have a clear opinion, and people who are recipients of this system seem to have a different opinion, and so by-and-large what we\u2019re hearing from families and students is \u2018<b>we want a later start time<\/b>,\u2019 and what we\u2019re hearing from folks who run the system is \u2018we don\u2019t want a later start time because\u00a0<b>that\u2019s too complicated.<\/b>\u2019\u201d This is very important to remember as we go through this discussion. Even though we may hear a lot of resistance to this through public comment, the people opposed to this have<b>\u00a0much louder voices<\/b>\u00a0than the\u00a0<b>people who support it<\/b>.\u00a0<\/p><p>\u00a0<\/p><p>\u00a0<\/p><p><b><u>School Start Time \u2013 Board Discussion<\/u><\/b><\/p><p>We reviewed the initial draft regulation for later school start times at this meeting, which is available\u00a0<a href=\"https:\/\/doe.nv.gov\/uploadedFiles\/ndedoenvgov\/content\/Boards_Commissions_Councils\/State_Board_of_Education\/2023\/September\/8._DraftSBE_RegulationLanguageSchoolStartTimes.pdf\" target=\"_blank\" rel=\"external noopener noreferrer\" data-wpel-link=\"external\">here<\/a>. Originally, the draft language required\u00a0<b>25 percent of high schools<\/b>\u00a0to start later, starting in the 24\/25 school year. I voiced my\u00a0<b>concern<\/b>\u00a0for this number, as through the data I compiled provided to me by the Department of Education, CCSD, the school district most infamous for early start times, already has about<b>\u00a022.39 percent of high schools<\/b>\u00a0starting after 8 a.m. The board mostly decided that\u00a0<b>35 percent<\/b>\u00a0would be a better starting number. President Ortiz gave the idea of requiring that only\u00a0<b>90 percent<\/b>\u00a0of the schools in the district must start after 8 a.m. by the<b>\u00a0end of the gradual implementation plan<\/b>, but I had concerns with that because the other 10 percent might be the more\u00a0<b>underfunded schools<\/b>\u00a0that need the<b>\u00a0extra support<\/b>\u00a0of a later start time.\u00a0<\/p><p>The\u00a0<b>survey\u00a0<\/b>was a big part of the discussion at this meeting, with questions about whether they would need to survey the\u00a0<b>entire district or individual schools<\/b>, as well as discussion about the necessity of the survey to be representative of the school population. We all stressed the importance of the\u00a0<b>survey reflecting the makeup<\/b>\u00a0of their student body, but there was concern with districts\u2019 ability to receive\u00a0<b>accurate and reflective<\/b>\u00a0survey data.<\/p><p>President Ortiz ended the discussion, leading into a vote, by saying, \u201cThe intent of this is to ensure that our kids are\u00a0<b>first and foremost in all of our decisions<\/b>, and as we\u2019ve learned from the research and from the numerous public comments and from folks that have actually come in person and commented as well, this makes a\u00a0<b>humongous difference in the lives of our children<\/b>. It will ensure not only their safety but their mental health, and it will provide options not only for our students but for some of our teachers who are not ready and willing to work at 7 a.m. in the morning.\u201d The board\u00a0<b>unanimously\u00a0<\/b>agreed to forward the language we had discussed back to the Legislative Counsel Bureau to make the appropriate changes to the regulation language. The revised regulation can be found\u00a0<a href=\"https:\/\/doe.nv.gov\/uploadedFiles\/ndedoenvgov\/content\/Boards_Commissions_Councils\/State_Board_of_Education\/2023\/October\/Draft_SBE_RegulationLanguage_SchoolStartTimes.2.pdf\" target=\"_blank\" rel=\"external noopener noreferrer\" data-wpel-link=\"external\"><u>here<\/u><\/a>, which we\u00a0<b>will be discussing<\/b>\u00a0at our October 4th meeting.<\/p><p>\u00a0<\/p><p>\u00a0<\/p><p><b><u>Teacher Licensing and Pipeline Presentation<\/u><\/b><\/p><p>The Board of Education received a presentation on teacher licensing and the new teacher pipeline. The Department of Education has many programs for<b>\u00a0teacher recruitment and retention<\/b>, such as the Teach Nevada Scholarship. They highlight the Department\u2019s Licensure operations, which serve<b>\u00a059,860 licensed professionals<\/b>. In 2014, their average response time for a license was\u00a0<b>16 weeks<\/b>, and that has dropped to\u00a0<b>12 calendar days<\/b>\u00a0currently. They also addressed the Teaching and Training CTE program and the timeline from completion of that program to teaching in Nevada. In the 22-23 school year,\u00a0<b>45 schools in 8 districts<\/b>\u00a0plus the state charter school authority had enrollment in at least one\u00a0<b>Teaching and Training CTE program<\/b>.<\/p><p>AB 428 passed in the last legislative session and is Nevada\u2019s Teacher Academy College Pathway. There are<b>\u00a0three goals<\/b>\u00a0related to this piece of legislation. The<b>\u00a0first<\/b>\u00a0is to create a \u201c<b>Grow your own<\/b>\u201d program, which allows a seamless pipeline that goes from high school all the way to the workforce. The\u00a0<b>second\u00a0<\/b>is to\u00a0<b>remove barriers<\/b>\u00a0to becoming a teacher, allowing students to graduate and enter the profession with<b>\u00a0no debt<\/b>. The\u00a0<b>third\u00a0<\/b>is to provide<b>\u00a0wraparound services\u00a0<\/b>and\u00a0<b>support\u00a0<\/b>throughout. This can start in middle school and continue through high school and higher education, where once they start working in a Nevada school as a teacher, they can get<b>\u00a0a third of their tuition reimbursed for every year they work in a Nevada school<\/b>.
